EPA to decide ‘obscene’ ass case in few days: director

LAHORE: The Environmental Protection Agency (EPA) is likely to issue its verdict in a case against the owner of an ‘obscene’ donkey by December 30, EPA director Mian Khalid Sultan told Daily Times on Tuesday.

The hearing of the case was resumed on December 15 after the donkey’s owner had expressed his concern over the EPA assistant director’s (AD) investigation report. EPA had directed the donkey’s owner on December 1 to tie the animal inside his house till the case was decided.

Sultan said the case would be decided within three or four days since the complainant and the defendant had completed their arguments.

Two and a half months ago, Sajida Furqan, a resident of LDA Block D, kachi abadi Gunbund Colony, had submitted a complaint before EPA against her neighbour Safder Hussain’s donkey. She had alleged that the animal was spreading air, solid waste, noise pollution and ‘obscenity’ in the area. EPA AD Syed Ali Abbas, in his report on December 10, had confirmed that the complainant’s allegations were true.

The report said, “The donkey has been causing noise, solid waste and ‘social’ pollution. It brawls at 95 decibels, which is fatal for hearing capacity, since a man can tolerate a voice up to 45 decibels.”

The EPA heard the case on December 1 and then adjourned the hearing till December 15. The defendant had objected the report of the EPA official.

The EPA director said, “The defendant’s objection against the first report was honoured by appointing a new officer to investigate into the matter.” Misbahul Haq, the new AD, had also found that the allegations were true, he added. He said EPA had assured the complainant of justice.

The complainant hoped that EPA would do justice to her. She said, “Cases go undecided for ages in our male dominated society, but I hope EPA will not delay the decision.”

The animal’s owner may have to shift his residence to some other locality if the case is decided against him.

The defendant said the animal was the only source of income for his family. He said he had been tying his donkey inside the house according to EPA’s directions. He said, “I am a labourer and don’t want to be deprived of my residence.”
